Republic of Haedongmoon (ROH), a nation in the 21st century under the dictatorship rule of Supreme Leader Kwon Ilhyuk.
In his attempt to seek revenge for his fellow comrade, Jeong Ryujin, a lowly member of the anarchist group White Tiger, takes on a demanding mission where he gets arrested by the Special Ops unit known as the Disciplinary Squad (DS). This pressures Jeong Ryujin to join his cause for revenge against the Royal family, thus leading Jeong Ryujin to betray White Tiger and hold hands with Shin Haebeom.
